No, your question was 'why can you not buy smaller amounts of additional storage for a 1 time purchase'. The answers to the two part question are, as already stated, because Apple have designated 50GB as the minimum (it is after all only $0.99 per month), and as you have stated, it's a continuing subscription.
You can send your comment about the minimum level to Apple at http://apple.com/feedback/icloud.html , though I would suspect that, for example, half the storage wouldn't be offered at half the already small cost because a proportion of it must be for administration.
